Authorities say a Sacramento police officer seen on video throwing a jaywalker to the ground and hitting him in the face repeatedly is now under criminal investigation.
After Cain was detained, a police supervisor reviewed video from the officer's patrol cruiser and launched a personnel investigation, according to the Police Department.
"Stop right now, or I'm going to take you to the ground", the officer said in the video to a man walking across Grand and Cypress in Del Paso Heights.
"Hey, why are you doing him like that?"
"Because he got dreads and he looks like what the officer expects him to look like, you do that". A few seconds later - as the officer is seen twisting Cain's right arm to a nearly-vertical angle while he is lying on his stomach - another officer enters the frame.
The officer stepped forward and grabbed Cain, slamming him to the ground.
Sacramento Police Department's Internal Affairs Division is leading a criminal investigation into the incident and the officer involved has been placed on administrative leave.
"So I took off my jacket to let him know, 'I don't have anything, '" he told the news station. The officer appears to be speaking to dispatch before charging at Cain. "At approximately 2:30 a.m. this morning, he was released from custody and issued a court date for his outstanding warrant".
"The individual was challenging to the officer not only posturing but also non-compliant with orders", Sgt. Bryce Heinlein said. "And then, when they put me in handcuffs and they were driving off, I heard them (talk) about they were going to get me for resisting arrest".
Montaie said her friend had just finished work for the day, when he was stopped for what police said was "crossing the street unlawfully".
The Sacramento Police Department said Cain had challenged the officer to a fight after removing his jacket.
