But Perez understood something very important: The Democratic establishment still has lots and lots of power within the party committees.
Republicans occupy the White House, run both chambers of Congress and control about two-thirds of USA statehouses.
"We don't have the luxury to walk out of this room divided", he said.
In his speech to DNC voters before the voting, Perez said that all Democrats would leave united and that Democrats are the party of inclusion in every zip code.
Both final candidates had promised major efforts to rebuild party infrastructure at local and state level that withered across the US despite former president Barack Obama's personal ratings.
Others seeking the position are Idaho Democratic Party executive director Sally Boynton Brown.
The party had been facing a "crisis of confidence", he told 427 eligible party delegates Saturday.
And so far, Democratic leaders said, people are calling local party headquarters and volunteering to help.
